    Does sound like a moisture issue or possibly bubbles (there will be a real flat bubble though) if you’re really talking about poly or stain/poly.
    But, if what you’re talking about just applied stain, no poly, then what you’re looking at is an absorption issue where something prevented the wood from absorbing the stain. The long and short of it is: resand it and reapply stain. With any luck, you’ll sand off what the problem is. Diagnosing it is a real pain, so if you can avoid it by sanding, do it. If there’s still white spots, hand sand just that white spot with a fingertip or pencil, wet the freshly sanded spot (to aid in stain penetration — with water or a wood conditioner), and then apply stain again. If you still have problems, have a professional come look at it.

    The floor was not completely dry if it was washed prior to staining..or those are air bubbles.

    Water will cause these stains. this can be something like condensation from the air. or a something splashing
