HELP: Is this mold or stain?

My housemates bought a kitchen table & chairs from kijiji – the kitchen chairs look really dirty but I don’t know if it’s just stain or mold.
If it is mold- what do I need to do?
Should we try to clean it or replace it…

    You just bought these chairs and they look like that? Return them. The maker of these chairs should not profit from a product that looks like that. This is not your responsibility to fix. It’s the manufacturer’s responsibility. Return them or exchange them.
