my carpet is on top of cement, we havve steamed again and again with no "smell" releif.

    The urine is IN the cement. The only way is to dispose of the carpet and seal the cement with an odor blocking primer.

    Try carpet fresh. You can buy it at the grocery store, or Home Depot.

    I am sure the cement has absorbed the pee and smell and close to impossible without putting baking soda and white vinegar on those areas to dilute the urine and feces smell. It might take a couple times to clean this up sense it has absorbed into the cement flooring and carpet.

    First take a gallon of water and put 2 to 3 cups ammonia and 2 cups baking soda into the gallon. You can mop it on over the carpet. If you own the steam cleaner that is a great help. Allow this solution to sit on the carpet for a half hour then use the steam cleaner suction to pull it up. The ammonia will help to dilute the smell. Next mix up 2 to 3 cups white vinegar to a gallon of water and mop this onto the carpet and allow to sit a half hour. The white vinegar will break up the smell and urine and kill the bacteria. Now use your steam cleaner to suction up this solution as well as you possibly can until it is close to dry. Put a few old towels down and walk on them to absorb any wetness. You may have to repeat helping it to dry. The vinegar smell will dissipate in about an hour. Best of luck and I know this will surely help. Even though the vinegar stinks too it will take the urine and pet odors out and not smell anymore once the vinegar smell dissipates.
