It depends on the shirt fabric. If is cotton, the non-acetone nail polish remover is your best bet. If it is some kind of blend of polyester. You may literally dissolve the shirt. If it is not cotton and you want it done without removing it; take it to the dry cleaner. The two sources below are more worried about the color fastness of the product. The second one has some sort of blotter thingee used for ink and even permanent ink. Both suggest trying the mail polish remover on an inconspicuous place which seems wise.

Use nail polish remover on the stain and wrap it with a piece of cloth till the cloth absorb the stain as well as the nail polish remover.Next time if you use nail polish do not wear full sleeve shirt?

Try nail polish remover. Good luck. Then put it in the laundry.

I think the nail polish remover would take it off but I would also use baking soda and more nail polish remover after it is supposedly removed to get all the tint off. I would wash it in the machine or hand wash it after removing the nail polish. Put some Tide stain remover over that area to make sure all the polish remover is also gone. I hope it turns out like brand new again.
