I had a readiator leak and water poured into two floors. I have let the area to dry and decided to paint. I found area's in the ceilling where water stains are appearing. I have painted three times and the marks are still appearing. I have now used a stain blocker and this has still not solved the problem. What should I do now.

First you pain the area with a product called "klutz" then when you pain the water marks will not show through.

Have you tried Kilz? That's worked for me in the past.. make sure you ventilate the room well when you're painting though.

if the stain is water based, then a solvent based sealer will seal it as long as you apply it to the manufacturers specification.
i recommend using zinsser brand stain sealer or a solventless epoxy. then apply 2 coats of a good quality undercoat. use rollers to ensure unbroken coverage.
then apply 2 coats of a good quality flat ceiling paint.

Are you sure the leak is resolved? Also, if the top of the drywall isn't dry, then the stains will not go away. The side you see dries much quicker due to exposure. Make sure the leaks are really gone. The floors, assuming they are wood, can take months, literally, to dry.

First I would make sure that the leak problem is gone. Check all pipes in the attic to make sure there are no leaks and then check the roof. If there is nothing new you just need to use a good primer or ask for the paint that blocks burn or smoke.
