Is it possible to paint over an outside stain?

My father stupidly started to stain the new fencing that we bought to replace a piece that broke. It’s a regular stain, but the rest of the fencing (which is a 1/2 acre back yard) is not even a stain! It’s only a regular paint. Can I simply go and paint over the stain once it’s dried, or do I need to sand it down and paint it?

    Prime then paint.

you can paint over the stain you need a primer and also check to see if its oil based or not.

Just prime it with oil-based primer, and let that cure for 24 hours, then paint it to match the fence.

You should be able to paint directly over the stain, no problem. If there should be some bleed through, doubtful, use a primer.

What are you going to paint over it? White? If he used a waterproof oil based paint you may have issues. If you going to paint over it say brown acrylic try this experiment it is the only thing I can think of short of time spent sanding. If he used an acrylic based stain you might experiment on a piece of scrap wood and see how many coats of paint it would take to paint over an identical scrap stained piece of wood.
