    This question came up a while ago. I believe the answer was yes, it’s probably fine, as long as it’s purely a pigmentation issue. However, the pigment will affect the color of the ink, so the two need to be worked together.

    Your best bet would be to ask at a tattoo studio. I would think it would be safe to do so, but I’m not sure how it would look. Tattoos are beneath the surface of the skin, so the red birthmark would drastically alter any colours used. Maybe a black tribal thing could work? Better check with a studio though.

    Good question and I’d be interested to hear the answer to this.

    I have a couple of small moles and my tattooist was keen to go around them, not over them.
