Paint/Stain Removal Question?

I’m helping my neighbor paint her house, and the old paint is a stain. What’s the best way to get it off? I’m scraping it right now also using a paint thinner and it is brutal and extremely time consuming.

If it is a stain then it is an absorbent and should not have peeled, unless it was put on to thick. If it is a stain, power wash the house(or have someone do it for you) with some bleach that will go through the chemical injector. Where ever you rent the power washer will tell you what that is and how to do it. Now just apply your stain. I recommend 2 coats. First one oil solid stain in the color you choose to give back some minerals to the wood, followed by a 2nd coat of latex stain for protection against the elements.
If it is a paint and peeling, you need to scrape, then sand scraped areas prior to priming. Follow up with a finish coat of quality latex paint(prefer Benjamin Moore myself).
DO NOT paint outside with Kilz. It will peel like you have never seen. The oil Kilz is strictly an interior product, and I have found in my years painting, their exterior stuff is garbage and peels.

Paint over it with Kilz before the paint…- no scraping – it will allow the paint to stick without the stain bleeding through.
