in the apartment i live in. i live in a lower level apartment. and there are water stains on the ceiling panels. How could this have accrued? could there be pipes leaking in the ceiling that run to another apartment up stairs? or well to them it would be pipes leaking in the floor?
There is no maitnece guy. and the land lord wont do anything.
