You have to sand it all the way down to bare wood, then apply the new stain.

You can sand but that usually takes some good powertools you can use chemical stripper available at home depot. But in most cases some stain will have penetrated the grain of the wood and will be impossible to remove. That can make a nice antique finish when you are done applying the new stain though.

Here is what I would do sand as much as you can of the existing stain then use a chemical stripper and steel wool to clean out what you can from the grain of the wood. Then clean away all the excess stripper and stain with a damp cloth finish sand and voila ready for staining. Make sure you wear rubber gloves the stuff burns a lot. The stripper I use is called Denalt but I am in Montreal so I dont know if you will have it where you live.

You can"strip" the old finish off, then sand the wood and refinish to the new way you want it.
