When refinishing wood how do you know you have sanded all previous stain away?

I have removed original stain from cabinets by hand sanding and when I went to put new stain on end result looked like crap. Apparently there was still old stain on wood which prevents new stain from sticking. Why did I not see this until after new stain was applied

    you hold it or shine a light on it at an angle look for shiny spots

    that is the varnish or poly over the stain and will not stick. You need to remove with paint & varnish remover. It should not be shiny when removed. There are water base safe to handle and easy to do. Then once removed, then only use 220 grit to get if of the high spots. Use mineral spirits to assure all remover has been removed. Then apply a fresh stain rubbing it in with the grain and later a water base poly coat.

    One thing you can do when you think you have it all taken care of is to wipe it down with paint thinner. That will high light any areas with stain or varnish still present.
